The Future of the Former Kindergarten Center at 100 School Lane
In this story
The redevelopment of the old Kindergarten Center at 100 School Lane has been a highly debated topic in Phoenixville for several years. After numerous discussions, zoning challenges, and public pushback, it appears that the project is now moving toward finalization. As of December 2024, Toll Brothers has officially submitted their latest application for development, marking a significant milestone in the process.
A Look at the Development Plan
The proposed project, led by Toll Mid-Atlantic LP Company, Inc., aims to consolidate and subdivide two parcels: the former Kindergarten Center at 100 School Lane and the Phoenixville Industrial Complex at 41 S. 2nd Avenue. These parcels will be transformed into 93 residential units, including townhomes and twin residential buildings.
The plan also incorporates private roads, stormwater management facilities, and associated site improvements. In a move to maintain public access to green space, three acres of land have been designated for dedication to the Borough for Public Open Space and Municipal Use.

Public Controversy and Efforts to Save the Site
The redevelopment of the Kindergarten Center has not been without opposition. In 2022, concerned residents and community members attempted to halt the sale, arguing that the public was not given a fair opportunity to maximize the value of the property.
At the center of the controversy was the Phoenixville Area School District’s decision to sell the site to Toll Brothers for $4.6 million. Some argued that the private sale process limited competition and that alternative developers may have been willing to bid higher, particularly in a public sale format.
Zoning and Borough Council Involvement
Further complicating the process, zoning laws had to be updated to accommodate the residential development plans. In 2023, the Phoenixville Area School District Superintendent urged Borough Council to modify zoning regulations to allow for a townhouse community.
Additionally, Toll Brothers acquired a nearby industrial site, which they plan to remediate and convert into additional green space while also constructing a new educational center. Some local officials see this as a compromise, ensuring that the sale benefits both the school district and the broader community.
What’s Next for the Site?
With the latest application submitted in December 2024, the development is now in its Preliminary/Final status, meaning it is nearing approval. If all goes according to plan, construction could begin in 2025, transforming this long-debated site into a new residential community.
While the project has divided opinions, it is clear that major changes are on the horizon for 100 School Lane. Whether this development is seen as a lost opportunity for public land or a much-needed housing expansion, it will undoubtedly shape the future of Phoenixville.
